Defining setpgrp(a,b) to setpgrp() if SETPGRP_TWOARG is not set can
cause infinite macro recursion on some C preprocessors.  Fix by
putting the #ifdef for SETPGRP_TWOARG where setpgrp is actually
called, instead of trying to redefine setpgrp().
