Add KRB524_STATIC_HACK for Windows build so that we can generate a
k524init binary that has an static copy of the krb5 library and does
not depend on krb5 nor krb524 DLLs.  This is so that we can distribute
a standalone k524init binary before 1.3 goes out.

MIT implementation of the Kerberos network authentication protocol. This repo may be rebased, so don't base your work on it. Use git://github.com/krb5/krb5 instead.
