Fix PKINIT serverDHNonce encoding

Use an explicit tag for serverDHNonce, as specified in RFC 4556,
rather than the implicit tag we historically used.  This bug had no
practical effect (and creates no interoperability issues) because we
never generate a serverDHNonce.
