No prototype when building kdb5_util without krb4 support

Move stdio inclusion to the top of the file so there is a definition of
printf when building without v4 support.

MIT implementation of the Kerberos network authentication protocol. This repo may be rebased, so don't base your work on it. Use git://github.com/krb5/krb5 instead.
