krb5 library uses kdc.conf when it shouldn't

Don't add kdc.conf to the list of config files to use unless it's
actually requested.  Reported by Will Fiveash.

MIT implementation of the Kerberos network authentication protocol. This repo may be rebased, so don't base your work on it. Use git://github.com/krb5/krb5 instead.
