MITKRB5-SA-2003-003: xdrmem int overflows

* xdr_mem.c (xdrmem_create): Perform some additional size checks.
(xdrmem_getlong, xdrmem_putlong, xdrmem_getbytes): Check x_handy
prior to decrementing it.

MIT implementation of the Kerberos network authentication protocol. This repo may be rebased, so don't base your work on it. Use git://github.com/krb5/krb5 instead.
