derpconf-9999.ebuild: Bump to EAPI 6 and git-r3

There were no changes impacting this ebuild [1].

I've also compared derpconf's setup.py since I last checked (26f909f,
0.7.2) to the current tip (37ee111, 0.8.0-6-g37ee111), and the only
change is tornado-pyvows -> pyVows.  That was already part of my
ebuild though, since I'd submitted the change [2].

Alphabetize the test dependencies while I'm touching the ebuild,
although none of these have changed upstream.
