Move WITH_CCOPTS and WITH_KRB5ROOT to the beginning of the file.
Otherwise the other tests won't get the CCOPTS flags correct while
doing the feature tests.

(We need to make sure WITH_CCOPTS is at the beginning of all
configure.in scripts!)

MIT implementation of the Kerberos network authentication protocol. This repo may be rebased, so don't base your work on it. Use git://github.com/krb5/krb5 instead.
