x11-libs/libxcb: Lock subslot to 1.12 for now
As it was before, a simple bugfix release of 1.12.1 would force
a huge set of rebuilds unnecessarily. We'll need to decide if we
need subslot 1.13 upon such a release appearing or not.
This is a revbump due to a -r1 having just been reverted and so
avoids it looking like a downgrade.

x11-libs/libxcb: Revert USE=doc controlling man pages
FEATURES=noman is for skipping man pages, not doc USE flag.
This change seems to not have been acknowledge by any libxcb maintainers.
It may be discussed on bugzilla on the premise of these being development
docs, some of which are already behind USE=doc due to extra deps.

sys-devel/clang: Always install wrappers for all ABIs
Install wrappers for all ABIs supported by the current profile rather
than explicitly enabled via ABI_* flags. This makes them more consistent
with ABIs supported by the compiler (it always supports all ABIs for
the target) and avoids enforcing [${MULTILIB_USEDEP}] when you just need
the wrappers (e.g. in tests of sys-libs/libcxx).
