scons-utils.eclass: Switch to get_nproc from multiprocessing.eclass

multiprocessing.eclass: Support passing custom inf values for getters

Support passing custom values for 'infinity' in makeopts_jobs()
and makeopts_loadavg(). This can be used e.g. when a build system does
not support --loadavg, and therefore '--jobs 999' would most likely
be a really bad idea. Combined with get_nproc(), this can be used to
provide a sane replacement instead.

multiprocessing.eclass: Introduce get_nproc() to get no of CPUs

Introduce get_nproc(), a portable 'nproc' wrapper. It uses either
'nproc' or a fallback Python multiprocessing module call to attempt to
determine the number of available processing units.

This can be used e.g. to determine a safe number of jobs to run when
MAKEOPTS specifies unlimited --jobs and the build system in question
does not support --load-average.

multiprocessing.eclass: Fix handling multiple short options (e.g. -kj)

Improve the regular expressions to handle parameters consisting of
multiple short options (such as -kj). It should be noted that the code
is not perfect but should handle all common (valid) cases; it could e.g.
incorrectly process a short option followed by string arg such as
'-Wfoo.j' although having this in MAKEOPTS is extremely unlikely.

media-video/makemkv: Fix building against Qt 5.7, closes bug #599228

The -std=c++11 flag is needed for building against Qt 5.7. Trouble is
that upstream builds with CC rather than CXX. This only exhibits a
warning but if you try to force CXX, it fails to build the C parts,
which probably explains why upstream did this in the first place. I
thought -x none might work but it breaks unless you put it before
every C file. Possibly a GCC bug? Ideally upstream would just use
automake and avoid this whole mess. The easiest way out is to only
apply CXX and -std=c++11 to the makemkv binary, which doesn't have any
C sources.

The new patch also respects LDFLAGS. CFLAGS (not CXXFLAGS) is already
respected by upstream now so src_compile is no longer needed.

Some of the src_install stuff has also been dropped in favour of
default as we now want upstream behaviour.
