dev-libs/cloog: drop to ~arm64
Only gcc-4 and older needs this with USE=graphite, which was always
p.use.masked fully. This p.use.mask has been dropped, but gcc-5 does
not need cloog and older gcc are p.masked fully with the arch-specific
p.use.mask of graphite for <gcc-5 kept as well.
Instead of catching up in stable version with other architectures,
drop all to ~arm64 instead as per above.

profiles/arch/arm64: Unmask sys-devel/gcc[graphite,regression-test]
Keep gcc[graphite] masked for <gcc-5, as that still requires
dev-libs/cloog. As gcc-4 is p.masked anyways, I want to destabilize
cloog instead of stabilizing newer version, as nothing else needs it.

dev-python/boto3: drop ranges from deps notation
Drop version range requirements (all except for botocore), as all these
requirements are satisfied by all ebuilds currently present in Gentoo tree.
The ranges originally come from upstream's requirements.txt and
setup.{cfg,py}, but upstream developers don't tend to update these
ranges, which makes them irrelevant and even harmful to Gentoo (e.g. by
blocking removal of outdated version of dependencies).
dev-python/botocore version range requirement is not dropped because it is
regularly updated upstream and is declared quite important for reliable
functioning of boto3.

dev-python/botocore: drop ranges from deps notation
Drop version range requirements, as all requirements are satisfied by
all ebuilds currently present in Gentoo tree.
The ranges originally come from upstream's requirements.txt and
setup.{cfg,py}, but upstream developers don't tend to update these
ranges, which makes them irrelevant and even harmful to Gentoo (e.g. by
blocking removal of outdated version of dependencies).
