sci-geosciences/bt747: Version bump to 2.1.3, closes bug #503810
This is needed in order to remove Java 6 because of jcharts. All the
libraries are now unbundled and a desktop entry is now included. The
jchart2d patch is admittedly guesswork so please report to me if it
does strange things at runtime.

sys-devel/bison: avoid bison.info regeneration #574492
The build logic generates a timestamp from the info pages, but does so
with a timezone aware function, and then truncates it to granularity of
days. If your TZ happens to wrap the timezone over to a diff day, then
the build logic updates some files and runs makeinfo.
Clobber the info timestamp so it's newer than the sources and the TZ
state doesn't work.

app-text/ghostscript-gpl: fix zlib.h build error #573248
Newer versions of ghostscript refer to the zlib.h header file directly in
the makefiles. Since we point it to a bogus place, that fails. Change it
to an empty value since checking it for deps is pointless for our builds.
