Add some prefixes, and don't warn about wheel_group being portage_gid if

- Don't use /tmp, but use /var/tmp instead (/tmp might be memory swap,
e.g. Solaris)
- Forget about permissions for now, we're unprivileged
- Some systems don't have libtoolize, but DO have glibtoolize

within ebuilds or eclasses to avoid a double prefix.

- check for files which have a double prefix
- check for files outside the prefix
Behaviour is to intentionally die on these violations, since they
