media-sound/rgain: use gst-plugins-meta instead of guessing what plugin packages are needed
mp3 decoder changed to gst-plugins-mpg123 and gst-plugins-mad will be removed, this
package was explicitly requesting gst-plugins-mad instead of letting gst-plugins-meta
handle it. Switch to meta for all of them to avoid such issues in the future too.

net-analyzer/arpwatch: new revision to fix the upgrade path.
All revisions before -r10 install /var/lib/arpwatch with the wrong
ownership. The -r10 revision fixes that for new installs, but doesn't
modify ${ROOT}/var/lib/arpwatch for upgraders. This new -r11 adds a
pkg_postinst function to correct the issue for upgraders.
The revision also changes one "dodir" back to "keepdir", fixing a
mistake that I made in -r10.

sys-libs/compiler-rt-sanitizers: Default to building using clang
Default to building using clang rather than gcc since the latter
is starting to cause more issues, most notably GotsanRuntimeCheck
segfaulting more commonly than it used to.

net-proxy/squid: fix cross-compiling
Current versions of squid have a run test for gnu atomics w/no
cross-compile fallback causing builds to fail. Upstream has
rewritten this completely, so until we update to a newer version,
force the cache variable when cross-compiling. Forcing it to no
might not be optimal in all cases, but it's better than nothing.
We have been turning on large-file-system support for a while now,
but the configure test for that probes the build system for flags
to compile with (via `getconf ...`). These flags don't work for
the cross-compile target, and in reality are rarely necessary. By
selecting the default, we always go the standard POSIX route with
the -D_FILE_OFFSET_BITS=64 flag. If a target doesn't respect that
flag, then it might fail to build, but we can wait for anyone to
complain.
