Fix problem that for now only I encountered as in
http://article.gmane.org/gmane.linux.gentoo.alt/2778
dbapi.getRepositoryPath returns an os.path.realpath-ified path of the
repository, which means in case of symlinks (my case) this is different
from what the PORTDIR variable gives. So before comparing,
os.path.realpath-ify the PORTDIR too.

in prefix-portage/subst-install.in there is a problem using ${TMP-/tmp}
as temporary directory instead of ${TMPDIR-/tmp}.
TMP is undefined for unix, TMPDIR needs to be used instead.
But on Interix/Windows, TMP must be defined as dos-style path...

Change logic to always use deb2targz if deb2targz is available, and fall
back on ar if unavailable. This avoids some CHOST logic, which I don't

On AIX, we don't use GNU binutils ar, and the ar out there isn't
compatible as well (like odcctools' one), so we have to resort to using
deb2targz on that platform.
