Cannot generate ORC metadata for CONFIG_UNWINDER_ORC=y

New 4.14 kernel is using CONFIG_UNWINDER_ORC=y by default
but having USE="minimal" is removing virtual/libelf,
this is breaking the Kernel compilation.
