profiles: drop default/linux/amd64/dev/* profiles

'dev' profiles were intended to be used only for emul packages.
These are long gone from ::gentoo in favour of multilib.

The change removes the following:
    default/linux/amd64/dev
    default/linux/amd64/dev/32bit-userland

None of these profiles are in profiles.desc.
