sys-libs/ncurses: CONFIG_SHELL back to EPREFIX/bin/bash

  ${BASH} (outside prefix) breaks cross-eprefix, having
  the resulting ncurses-config with non-prefix shebang.

  The original rationale to use ${BASH} was handled by
  the bootstrap script.
