sys-libs/glibc: add USE=multiarch (enabled by default)

Normally multiarch should be enabled (where available).
But sometimes disabling multiarch is useful:
- to workaround or validate bugs specific to selected
  runtime arch or IFUNC handling.
- to get code that matches -march= CFLAGS setting
