sys-devel/gcc: stabilize 8.2.0-r6 eary on sparc, bug #667032

Currently gcc-7.3.0 and gcc-7.4.0 experience mysterious crashes
on Niagara ships (see #667032 for details). The current workaround
is not to use gcc-7.x on them.

Let's stable 8.x early while debugging happens.
