p/f/prefix/standalone/package.use.mask: mask sys-apps/util-linux[pam]

  sys-libs/pam is not essential in a Prefix system.  We would rather
  defer prefixifying it.

  This commit just removes sys-libs/pam reverse dependency by @system.
