dev-util/gnome-devel-docs: ebuild dep touchups

There are no references to 4.2 docbook-xml-dtd anymore, but there
is one for 4.3, so update the dep to that.
Downgrade yelp-tools dep to itstool, as eautoreconf is not done
here.
