dev-php/pecl-sphinx: Revbump removing php 5.4 and 5.5 support

This package does not currently support PHP 7+, though there is some
activity upstream to port it to PHP 7. A prerelease may be wise if
upstream does not produce a new version in due time
and we have requests for it.
