profiles/prefix/cygwin/profile.bashrc: xz-utils need -I, not -isystem

During bootstrap-prefix.sh we set CPPFLAGS="-isystem .../usr/include",
but on Cygwin xz-utils eventually use the windres compiler, which fails
to understand the -isystem flag.
