dev-perl/libwww-perl: Bump to version 6.270.0

Upstream:
- fix lw-request -C
- use Getopt::Long in lwp-download
- handle undefined values in ->credentials
- fix lwp-mirror options checks
- update bin scripts to use LWP::VERSION
