dev-perl/Net-OpenSSH: Bump to version 0.740.0

- Add USE=examples

Upstream:
- Use adaptive delay while waiting for multiplexed socket to come
  up
- Improve SIGCHLD handlers and interop with other modules
- Improved avoidance of conflicting with event-programmings use of
  signal handlers
- Timeout commands not returning to control
- Improved ksh version checks
- Update sftp option list validation
