sys-libs/glibc: Revision bump, 2.28 patchlevel 6

* More upstream patches from release branch
* locale-gen: precisely replicate previous (2.27) behaviour
  (no locales defined in config file -> ebuild builds all locales,
   manual call stops with warning and keeps locale archive)
