arm64/package.use.mask: mask docs for media-gfx/enblend

* media-gfx/enblend relies on dev-tex/hevea[ocamlopt] which pulls in
dev-lang/ocamlopt[ocamlopt].

* ocamlopt USE is masked on arm64 due to build breakage

* one of the ML proj maintainers has an overlay with updated builds that
are reported to work on arm64

* No one to maintain/bump them at this time... so mask it
