dev-perl/Config-IniFiles: Bump to version  2.920.0

- EAPI6
- Remove annoying POD and Authortests and related deps.

Upstream:
- Tries harder not to nullify config files under disk full conditions
- Stipulate List::Util minimum version
- Test fixes
