dev-libs/jsoncpp: Bump to 1.7.2 and 0.10.6

1.7* involves mostly gcc-6 fixes. 0.10* catches late fixes. Bump both
ebuilds to EAPI 6. Disable building static libraries. Work-around
implicit ccache use that upstream added in 1.7*.
