dev-perl/ExtUtils-AutoInstall: Bump to version 0.640.0

- EAPI6
- Enable tests
- Migrate Makefile.PL hack to patch
- Patch tests to work

Upstream:
- Fix tests building properly with newer ExtUtils::MakeMaker
