x11-apps/mesa-progs: use HTTPS for freedesktop.org, HOMEPAGE and SRC_URI

* Use HTTPS for accessing freedesktop.org via git
* Update HOMEPAGE to correct/new domains for the Mesa project
* Change SRC_URI to point to the official HTTPS download mirror instead
of an old FTP server
