media-libs/mesa: Convert build to meson

With various changes by mattst88:
- Add lm_sensors to IUSE, lest it be automagic
- Depend on bison and flex unconditionally
- Fix libGLESv1_CM in QA_WX_LOAD (Meson installs under a
  different name)
