app-admin/rsyslog: Adjust sub-SLOT dependency

This commit also re-apply changes from the previous reverted
commit 663fd153682eb51e2a89e87b52d9a3f25f28f742:

The ebuild inherits linux-info eclass which already inherit
eutils eclass so we can use prune_libtool_files helper.
