sys-fs/ntfs3g: Support Windows 10, fix automagic dep...

- Apply Fedora fixes, this also adds support for windows 10 (#660374)
- Prevent it from wrongly linking to hwinfo (#602360)
- udev rule is not needed and causes issues (#635080)
