dev-db/mysql-workbench: fix bug 572896

Make sure to depend on libpcre[cxx] since mysql-workbench
requires the C++ bindings to libpcre.

Thanks to Philipp Ammann in bug 572896 for diagnosing the
problem and providing a patch.
