dev-perl/LWPx-ParanoidAgent: Bump to version 1.100.0

- use EAPI6
- map perl-module.eclass feature DIST_TEST_OVERRIDE+="network"
  to enable ONLINE_TESTS.
- Base tests enabled as they don't need networking by default
