dev-perl/PerlIO-utf8_strict: Add w/ version 0.6.0

This is a requirement for dev-perl/Mixin-Linewise, which is in turn
required for dev-perl/Config-INI, which is in turn required for
dev-perl/Dist-Zilla

Was previously in the ::perl-experimental overlay since April 2014,
maintained by myself.
