dev-perl/YAML: Bump to version 1.200.0

Upstream:
- Fix errors in parsing YAML with quoted whitespace in map keys
- Correctly delay loading of B::Deparse at runtime
- Add new feature $YAML::Preserve that creates order-preserving
  tied hashes instead of plain random-ordered hashes.
