app-text/docbook-xml-simple-dtd: Use slotmove to ease transition

Move slot 0 to 4.1.2.4.  Since the latter used to block the former,
this should not result in two packages in one slot.  Furthermore,
since blocker on package itself is ignored per the spec, slotmove
should not cause any issues for people who upgraded already.
