scons-utils.eclass: Force pass-through of envvars (in 3.0.1-r1+)

Use GENTOO_SCONS_ENV_PASSTHROUGH variable introduced by scons-3.0.1-r1
patch to force passing through of all environment variables when
building ebuilds.
