profiles/arch/*: Mask app-shells/bash-completion[test] due to missing deps

Mask the test flag on app-shells/bash-completion on the arches where
either app-misc/dtach or dev-tcltk/tcllib is not keyworded. No
keywordreq filed at the moment since the tests are still restricted,
and there is no clear timeline on fixing them completely.
