dev-scheme/guile: Version bump to 2.2.4

Changes:
  - EAPI updated to 7.
  - Version bumped to 2.2.4
  - BDEPEND: added with all CHOST-side dependencies from RDEPEND
    and DEPEND.
  - RDEPEND: libtool removed
  - DEPEND: texinfo removed, is not used during package build time and
    does not affect list of installed files nor the size of them.

tatt passed with REQUIRED_USE=regex.
