dev-perl/DateTime-Format-Strptime: Bump to 1.680.0

Upstream:
- No longer silently ignore lost-rewritten ignored text.
- String w/ epoch + ns prepped for newer DateTimes
- Now supports parsing short zone names like "+07"
- Added support for custom time zone abbreviations
- Match on word boundaries instead of overly permissive
  anywhere-in-string matcher
- Large volume of author tests hidden from user side test suites.
