dev-ml/llvm-ocaml: Remove stray ~arm64 keyword

Remove the ~arm64 keyword accidentally added during wide LLVM 4.0 arm64
testing. This package has unkeyworded dependencies on ~arm64 which I'd
rather not keyword myself.
