dev-perl/Text-VimColor: Require vim[-minimal] re bug #589542

Text::VimColor needs vim's syntax highlighter in order to work.

However, USE="minimal" disables compiling syntax highlighting
into vim due to --features=tiny

-R1 bump to propagate deps through non-dyndeps
