sys-libs/compiler-rt: Disable building libFuzzer

Explicitly disable building libFuzzer now that it has been moved to
compiler-rt. This package is meant to provide the builtins library
only, and libFuzzer belongs in sys-libs/compiler-rt-sanitizers.
