FETCHCOMMAND: Reduce wget retries from 5 to 3.

If 3 tries are needed then the server is likely to be very flaky. If
the user has a flaky connection then they can manually adjust
FETCHCOMMAND to compensate. Thanks to Christian Ruppert <idl0r@g.o>
