x11-libs/libva-compat: Marking stable on all arches

This is almost identical to the earlier libva-1.8.3 ebuild. Now that's
gone, this needs to be marked stable for stable users. It reportedly
works fine.

Package-Manager: Portage-2.3.77, Repoman-2.3.17
