net-misc/dropbox: bump to 92.3.365 with ebuild fixes

1) As long as we're still relying on bundled qt5, there is no reason to
   depend on all these dev-qt/ packages.
2) Use patchelf to fix QA warnings on bundled libs
3) Make patchelf dep undconditional & move it to BDEPEND
